Add support for User Selection widgets about sentry-jira HOT 5 CLOSED

implemented for all fields which are not the asignee (for some reason that uses a different API than the rest)

@thurloat -- I'm not getting any data back from the server when I do a query for a "Reported By" user, which is a required field.

Does the plugin authenticated user have user listing permission ? The perm
level is listed in the docs (on mobile and can't lookup right now)

I believe I have this set properly on the server- The assign to field works properly, but the reported by field doesn't return. The plugin authenticated user is an admin on the project. I've verified if I log in directly to JIRA as this user that I can edit the reported by field.
