Temporary fix:
add this in application.rb
OpenSSL::SSL::VERIFY_PEER = OpenSSL::SSL::VERIFY_NONE
so your file looks like this:
- require File.expand_path('../boot', FILE)
- OpenSSL::SSL::VERIFY_PEER = OpenSSL::SSL::VERIFY_NONE
- require 'rails/all'
EDIT: As soon as you install jquery you can (and should) remove that line.

Won't fix. It seems a OS/Ruby/SSL bug beyond our scope.
