Wat? totally a bug. :csp => false should mean no header is assigned at all. Thanks! Will fix tomorrow.

Just to be clear, did you set :csp => false in the controller or in a .configure block?

i've put
ensure_security_headers hsts: {include_subdomains: true, x_frame_options: false}, x_frame_options: 'DENY', csp: false
in the controller

Confirmed. It is supplying the default value so it thinks it's receiving nil as the value to :csp.
