The way this initiative survives and thrives is we make things easy as possible for contributors. We possibly don't need governance group and board approvers to begin with. I surely hope one day we reach at a point where we need those but that's not today.

I propose a starter template with three divisions.

Contributor

Someone whos is not a regular contributor. Corresponds to a random person using the repo/project we develop for some on e time project of theirs

• Can view all public repository
• Can contribute to the public projects of the organization
• Can open issue to the public repos
• Can submit a PR to public projects

Member

Regular contributor. Corresponds to the members of this organization.

• Contributor permission + Private Repos
• Create repository
• Review PR
• Merge PR

Admin

Regular contributor with vote on who gets to be a member and/or admin. Corresponds to owners of the organisations. They are responsible for auditing and making sure everything is working properly.

• Member permissions
• Add/remove members
• Governance of the organization

The admins can coordinate the task of adding or removing members, that way we don't have to maintain a yaml file. Discord and/or a GitHub Page can be used to display this information.

I see what you're saying.

1. The goal of this is to allow users to join GitHub org without admins. Without this, there is no way to join the organization because you have to get the invitation from the admin but you don't know who don't know the admin is. And of course you don't have to join the org as you can be invited per repo basis or even fork and send a PR.
2. In fact, it's really not meant to be practical There are already many solutions for the above issue. We're simply reinventing the wheel to learn Go and to have fun.
