Looks like you figured it out, but for clarity:
connect(), accept() etc are implemented by the underlying socket, not Conscrypt, which in the case of these tests is the default java.net.Socket and ServerSocket and as you suggest these are indeed synchronous on OpenJDK and Android. However the server socket is created in a listening state, so connect() and accept() will happily complete synchronously and it isn't until we start the TLS handshake that we need a background thread.
