This is reading tea leaves a little, but my interpretation of WICG/turtledove#180 is that hostname should be included. The argument being that the trusted server is supposed to know what hostname it is being asked about, and if that isn't intended to be passed through trustedScoringSignalsUrl then the browser must be providing it.

That would surprise me, but it's fine if you would like to wait until we get clarity from Chrome
