Adding context (since description is missing it): the idea here is to make the tests inside the blob/fileblob package generic enough that it can be used as a conformance test for any compliant blob implementation. The first new usage of this would be on the GCS blob tests, since they are lacking right now.

I also filed #270 which is a more generic version of this (not just for blob).
