I don't think any currently active people are experienced enough with stackage. Somebody who is should send a PR.

Like @ProofOfKeags said, it seems that most if not all of the offending upper bounds have been bumped on master but the necessary Hackage release has yet been made.
I was able to stack build --stack-yaml stack-9.0.yaml
setting the resolver to nightly-2021-10-07, so maybe all that is needed for proto-lens to work with nightly is a new Hackage release for each of the packages. After that I'll try to make a pull request for stackage to reinstate proto-lens in the nightly Stackage.

Looks like the code has been merged to bump the versions for ghc-9.0. It also looks like those versions were published to hackage a few days ago as well. @jchia if you know how to release to stackage can you let me know when you've done so so that I can close this?
