Couple notes on the responsive images section about webfundamentals HOT 4 CLOSED

We had a long think about picture element, when it lands properly we will put it in as it helps us solve a number of issues.

According to http://responsiveimages.org/, isn't supported natively by anyone yet which is why I decided not to include it. Firefox and Chrome have committed to it, and once it lands there, we'll get the content updated.
