I have the same problem, so I digged into the code in core-overlay
before core-overlay shown, it would call positionTarget inside the prepareRenderOpened, and core-overlay-position is fired inside the positionTarget, however, it doesn't work. Therefore, I directly move the code (below) inside the positionTarget to prepareRenderOpened.
this.fire('core-overlay-position', {target: this.target,
sizingTarget: this.sizingTarget, opened: this.opened});
though it's not a good solution, but it works for me
from core-overlay.
