This can be observed also in the sample app, channel HLS (Bip-bop).

I want to confirm it.
Technically it's displayed but it's located under surface - so it's "invisible"
I've created branch with ready-to-use repro
It includes changes:
- compile project under AS 3.5 RC03
- make overlay fullscreen, transparent and RED to be easy to spot
With changes made in repro above it's easy to verify it side-by-side comparing with older emulators.
Here are Emulator API 26 vs Emulator API 28:

- Android TV emulator API 28

Could anyone of you having this issue on Shield please report it to Nvidia here:

Nvidia told me that I'm the only one that has reported this issue, and they are not able to reproduce it.
