It seems that Python has always been able to parse raw starred expressions, even though that's nonsensical, until now: https://bugs.python.org/issue40848

And ast.Starred is a subclass of ast.expr so the tests automatically picked these out.

We will obviously need to fix the tests, maybe using ast.get_source_segment in 3.9+ to continue ensuring that Starred nodes are being handled correctly, but I don't think there's any broken behaviour in the library itself.
