It appears to me the only scenario for this feature is to have different switchable site_libs/ + bin/, which renders it to be the same scenario as describe in #143

Yeah, I think #143 might be sufficient. My goal is just to be able to install a version of perl, install a base set of modules along with it, and then be able to just copy stuff around when I need a new installation rather than taking two or three hours to recompile every single thing.
