Neighborhood SDL is not randomized about dirtsand HOT 4 CLOSED

This issue only applies to the default 'hoods created by the server for new avatars. Ordinarily, the client handles this by a call to IRandomizeNeighborhood inside the nxusBookMachine's OnVaultNotify when creating a new 'hood from the Nexus interface.

I'd like to move it all server-side, rather than having randomization duplicated. It should be easy to add a hook when Vault SDL for an age is generated - and that way we can extend it to other ages as needed, too.

Or, as a fix that supports legacy servers (MOULa, MOSS), this randomization could be added to nb01EmgrPhase0.py. That seems like a good place for it since it does the Delin/Tsogal and stained glass stuff.
