afxres.h taken from a MinGW install seems to work.

pnglibconf.h should be provided by libpng

To clarify, pnglibconf.h is missing from the devlibs.zip package, as also mentioned by diafero at http://forum.guildofwriters.org/viewtopic.php?f=114&t=5386.
afxres.h isn’t so much missing as it was apparently missed to remove its use from a project. Grepping through the source, I can find one mention of afxres.h, in Sources/Tools/plResBrowser/plResBrowserWndProc.cpp, and after commenting out the #include line, that file still compiles. I have a full version of Visual Studio 2010 though, so I don’t get the error. Is that the file that’s giving you trouble, and does commenting it out fix it for you too?

@cwalther Ah okay, that makes more sense. I thought we had fixed that a long time ago. I'll look into getting a new package that includes pnglibconf.h
