Add english readme to hackfoldr/about about hackfoldr HOT 2 OPEN

It seems that the /about page is still in Taiwanese Chinese after preferring en and en-US locales, can anyone verify if the patch is working? (or is it not deployed to hackfoldr.org yet?)

Hm. how this project works and gets deployed is kinda voodoo to me, but i believe master is built into gh-pages, which is then served directly via github pages at hackfoldr.org

And it looks like a mulitlingual about page was never reflected in gh-pages:

Also, it's possible that maybe the person doing the translating was doing the translation even though multilingual partials wasn't a supported feature yet...?

I'm also interested in making this app work for english people though! I'm down to work together on that in a concerted way if you are, @Lin-Buo-Ren :)
