Add NuGet release notes via build about http.fs HOT 4 CLOSED

I did this, although it doesn't seem to work. Also, the way release notes are displayed in NuGet means it should probably be more like the overall description.

I've left this in in case it starts working at some point, but will need to update the release notes in the .nuspec until that happens. I added a comment as such to build.fsx.

I realised this might be because I don't have tags like @releasenotes@ in the .nuspec file - will try adding.
