It's just the vanilla consul container from Hashicorp. Maybe this hashicorp/docker-consul#15 contains something useful?

Did you try starting it as the root user? The port 53 suggests it may be related to running in an unprivileged container

@admSpiker I ran into this error on RHEL8 with Docker. Try adding this to the docker-compose.yml file to fix:
services:
bconsul:
environment:
- CONSUL_ALLOW_PRIVILEGED_PORTS=
