There should be an option in the Atom extension to specify the path to your fortls
executable. Not sure where pip installs packages in Windows, if I had to guess I would say c:\users\user\appdata\local\programs\python\python38\bin\fortls
. Basically you need to find fortls
and point Atom to it.

under Packages
. fortls
is not in installed packages

I don't use Atom, so I don't know the specifics. I assumed that there was some way for Atom to interface with fortls
but it appears I was wrong.
The simplest thing to do is to add the directory where fortls
is installed to you PATH
variable.
A quick Google search will give you the instructions on how to do that on Windows.
