It turns out it's not a bug.

For those who may hit this issue in the future, my Terraform configuration accidentally disabled the sso.amazonaws.com service principal from the AWS Organization and this caused the issue.

The AWS Console didn't complain (this could be improved) and just printent the message about the missing IdentityStore.
