That's the intended behaviour. To get lazy IO you need to use BS.hGetContents.
BS.readFile is implemented in terms of BS.hGetContents.

I see; thanks for the info. Might write a doc patch if I get to it.
The original use case was reading part of a file lazily by offsetting the handle. Can this be done efficiently with the available I/O primitives or do I need to roll my own unsafeInterleaveIO shenanigans (or use some sort of iteratee lib)?
