The issue might be that #if haxe-ver
is parsed as #if haxe -ver

What's the reason for the existence of the dash version by the way? We should probably mention the parsing gotcha in the documentation.

But if is a parse the issue, why the underscore version is generated correctly? to be clear:
-D haxe-ver
Defines #if haxe_ver
but not #if haxe-ver
.

Most of the commandline parameters uses dash syntax so it makes sense to use -D my-flag=1
then check with #if my_flag
