Add CI about spingo HOT 3 CLOSED

We will work on this once the terraform vault provider is updated to work with terraform 0.12. See #424 for more detail.

We should also add a script linter for the stuff in the scripts directory. For example, with CircleCI something like this in the .circleci/config.yml file:

Consider tflint for terraform linting.

terraform validate may be problematic in that it seems to need some terraform variables to be set, as well as access to the backend provider which isn't going to be very doable in a CI scenario for this particular repo.
