I'm not quite sure how somebody managed to do that, but it obviously got
fixed already. The HOT tiles apparently don't got rendered as often as
the main OSM tiles, but I queued these ones up to rendered soon again.

Thanks for the comment. There has been some editing of administrative boundaries and relations in that area over the past 24 hours and I believe one the edits, since corrected, had made the boundary to be an body of water.
As @ifrik mentioned, it may take a few days to have the tiles to render with the correct tagging.

I remember @gravitystorm hit a similar problem with the OpenCycleMap. Flooded areas in Germany suddenly. There's some obscure tangled relation approach which German mappers like to use on rivers.
That may be causing this, and it may be that it remains a problem in the HOT stylesheet. So I would hold off on closing the bug. If you zoom right in somewhere obscure, you'd expect the server to render fresh tiles without the blueness ...but no.
