多部门是否要考虑在内，如下情况。

或者是否可以考虑，不使用部门做区分，直接使用 touser: @all 参数。

@zyd16888 我觉得当前部门分发支持不变，然后用户定了toparty就用用户定的，没有定就自动获取
对于touser，可以考虑再增加一个函数来针对这个分发情况，然后默认发部门，用户可定义发touser
两种方式都支持。
