forever [action] [options] SCRIPT [script-options]
So, if you have forever and http-server installed globally and want to launch it with no action or options, it would be forever start http-server. If both are installed locally, it would be node /path/to/node_modules/forever/bin/forever start /path/to/node_modules/http-server/bin/http-server.

The easiest one-liner would be:
npm install http-server -g
forever start [forever-options] `which http-server` [http-server options]
