Specification for Arbitrary Call Service about btp-product HOT 2 OPEN

Let's make sure the request is serviceable by any address, not only the address of the sender (in this case, 0xab). It should be an external method that can be called by any account. This way, a service could be created to handle this process for end users. For example, maybe an app developer would want to handle this process. It provides more optionality to developers, maybe devs force users to sign twice, maybe devs sign the second transaction for users.
