Please setup CentOS 7.x node on azure following below instructions
https://docs.microsoft.com/bs-latn-ba/azure/virtual-machines/linux/create-upload-centos
and then follow ICTDialer installation instructions accordingly

After installation is complete, will I be depending on any external services, or everything will be hosted on my server? I am interested in calling and messaging feature.
For example there are lot of good softwares, but the problem is that they need me to signup and use the api. They'r free, but even then the problem is that I will be depending on external service.

No, you need to register for any external services only you need to register for sip termination of your choice etc, you are the boss and everything will be on your sever

ok sounds great. How are you different or better than fusion pbx? I guess fusionpbx is more stable. Isn't it?

Both projects are designed with different usage scenarios , fusionpbx is basically IP Pbx while ictdialer is platform for bulk and automated unified communications
