New entity for signature category->id range mapping about threatkb HOT 2 CLOSED

The category dropdown in the signature/yara rules page should pull the list of available categories from this new table and only allow the user to select one of the available categories.

Add a column to the yara rules table called signature_id. When a new signature is created, you should look up the next available id in the cfg_category_range_mapping table (cfg_category_range_mapping.current+1) and assign it to the signature_id of the yara_rule.
