We should add a configurable option so that this can be defined and the package be locked to a specific version 💡

Ok - I propose...
default - always use latest from IUS (php 5.3)
node['php']['ius'] can be set to false, '5.3' or '5.4' (false installs from redhat, the rest should be obvious).

That seems like the best course of action with a documentation section shows these options
