This is stalled pending figuring out how to make the Chromebook make sounds
from tagtracker.

This can work find under linux that supports sound, under windows, and under WSL.
Framework likely to be:
- config is a path to sound player
- sounds (for mvp, just chosen built-in sounds from pixabay)
- bike in
- bike out
- attention
- sound on/off command seems unnecessary

COnsider a special extra-loud sound if there's a check-in < 1.5 hr before closing
