This seems more like a stackoverflow question than an issue with the guidelines. This issue tracker is for problems with the guidelines, not "how to do C++" questions.

passedVec = vec;

This copies. vec is not immediately going out of scope, so there's no implicit move.

passedVec = std::move(vec);

This is correct.

passedVec->swap(vec);

This is approximately the same as the one above but you might as well use the one above, since that's more clearly expressing what you want to do.

Does the answer change if the local object is not falling out of scope, say in the middle of the function:

No.

N.B. There's a guideline saying not to use references for out-parameters.

Thanks, sorry for posting here, someone cited the guidelines when discussing this so I thought it to be the correct place to get clarification.
