One option is to move the real focus from the login form to a Login item, and subsequent key presses will navigate between Logins. In this case, no special shortcut is needed to submit a login--Enter will submit a normal click on the Login--but we should handle an Esc keypress to return the focus to the login form. It may be reasonable to simply bind to the Up and Down keys, as neither UN nor PW fields are likely to be multiline fields, and it is unlikely for the user to intend to scroll the page.

Another option is to keep the real focus in the login form, and on shortcut key presses a pseudo "focus" is applied to a Login entry. This would still involve three click handlers: up, down, and select. However, the downside is that two "focus" elements might be confusing to the user, and I do not see a benefit to keeping a focus in the original form field.
