Duplicate to #15364 ???
It is already fixed but we wait for a new version. As a temporary workaround disable Jackett cache.

Actually, the first test finishes successfully from radarr/sonarr for each indexer after restart, but all subsequent checks are failing.

It looks like first request is (slow) but succeeds, following requests are very quick but unsuccessful (see above)
