Also, a confession. I raised OneLifeData7 issue 7 jasonrohrer/OneLifeData7#7 thinking that Broken Steel Tool and Broken Steel Tool#no wood could not be combined. This was based on what I saw in OneTech, which had a bug preventing same actor/target category transitions from being generated properly, so in actual fact there might not have been any problem at all. It may be the case that you broke something that was working instead of fixing something that was broken. It might be worth reverting the change made in this commit: c2d80f7 and testing if it works.
