Turns out EmptyGridGenerator is generating a Grid with improper size, it was adding one more row and column than the expected.
Due to these extra cells at bottom and right edges (all containing ValuedCell.EmptyCell under the hood), the ValueCellRevealer was revealing more cells that expected as it had an additional set of ValuedCell.EmptyCell(s) to drive the recursive revealing logic based on.
