This seems like a smaller specification of #3 in particular. As I mentioned to @Boscop in #3 I'd like to see it happen, however there just isn't the facilities to do it right now.
This one is realistically implementable, however I'd fairly hesitant to implement such a thing just for a few primitive types, especially when that creates potentially inconsistent semantics.

Currently it is impossible, this need something like negative trait bounds to distinguish between types that impl Copy and not.
