The folding of rnoweb files is controlled by syntax/rnoweb.vim, which isn't part of the Vim-R-plugin. You should contact its author to report bugs and request new features. Sorry, but I can't help you on this issue because I don't use latex-suite.

If I just want to to get the folding running, I could disable latex-suite and
let g:tex_fold_enabled=1
foldmethod=syntax

A bit related to that: Have you experimented with some of the
vim-narrow-plugins, emulating emacs narrowing (used by ESS) in conjunction
with vim-R-plugin?

No, I have never used any narrowing plugin. Did you find any bug that must be fixed in the Vim-R-plugin? If you get key binding clashes, you can change the Vim-R-plugin key bindings. See the plugin's documentation:
