hmm this does seem weird. Ill mark this as a bug and look into it.

ah ok so i looked into it and figured it out. At some point they fixed a spelling mistake for Protective Manuever to Protective Maneuver. Because of how we map stuff, this created two ability sets with one being active and the other not being active. The omega report wasn't only considering active skills so it picked up the 20 or so people that turned off their sync and had references to the old badly named skill.
I just need to update it to consider active skills and that will be fixed. Thanks for the report.
