I performed a Debian installation today with Debian 12 and did not encounter that message. The page you linked mentions that the reason they recommend against ASCII armored keys is due to requiring Debian stretch or newer. The Jenkins project only supports Debian 10 ("buster"), Debian 11 ("bullseye"), and Debian 12 ("bookworm"). Are you using one of the supported Debian operating systems, or a version that is no longer supported by the Debian project?

Indeed, we are running on Azure's Ubuntu 16.04.7 LTS w/ expanded support until 2026 (https://ubuntu.com/16-04/azure).

The Jenkins project does not test or support Ubuntu 16.04 or Ubuntu 18.04. There are simply not enough people willing to volunteer their time. See the Linux support policy for more details.
