It seems to be an error of the test itself. As I understand the documentation https://docs.python.org/2/library/os.html#os.kill, for windows everything that is not signal.CTRL_C_EVENT nor signal.CTRL_BREAK_EVENT will kill the process. Then subprocess doesn't see it as a sent signal. This is why there is a - for POSIX and not for windows.
Fixing the test shouln't be hard. I'll try to come with a fix within the day.
