This is happening because pywws is written in Python2, using the 2to3 translator when installed with Python3. Unfortunately Sphinx is picking up the Python2 source rather than the Python3 build. Try using Python2 to built the documentation:
python2 -B setup.py build_sphinx
(The -B option stops Python compiling all the modules to byte-code .pyc files.)
