Yes, that is right. To be accurate, only toplevel defmacro is supported, as it is necessary to bootstrap. Non-toplevel defmacro is not very useful yet because they have not effects at compile-time, but it has to be supported.

We would need to implement a full eval-when before fixing this.

Enclosing DEFUNs or DEFMACROs in FLETs or MACROLETs can be quite handy when defining similar functions or macros within the CL package. For example, this is done quite a bit in SBCL:

(macrolet ((def `(defun ...))) (def foo ...) (def bar ...))

I actually found when trying to define the !DEFUN and !DEFMACRO using a FLET-bound function to strip the "!" from the start of the name.

I agree they're not widely useful though, and I understand if this is a low priority feature.

Note that macrolet is a little bit different. If it is toplevel, the body is also processed as toplevel. But it does not create a lexical closure. There is not macrolet yet, but it should not be very hard to implement it and process as toplevel when it is.

defmacro can now create closures, but only in JSCL itself, not during bootstrapping.
