"zip" JOSE Header Paramater is only registered for use with JWE, not JWS.

I've noticed we don't actually even attempt to verify the signature of these tokens, that much we should do. #561 proceeds with signature verification even for cases where the payload is not JSON (which in the case of health cards it isn't, since the JSON is deflated before being passed to be signed).
