Perhaps try setting the main to normalize.css!'
? This method of loading css-only packages hasn't been tested, but it would be nice if it can work.

Ok I've created an issue at jspm/jspm-cli#234 to track this.

also keep in mind that at the moment (afaik) when bundling, it will still load css files from the remote endpoint (in contrast to !text)
