Turns out a bit of investigation can often solve the problem. My revised code in the KeyResolver converts the signingKey back into a Buffer before returning it and this works.

if (key) {
let signingKey = Buffer.from(key.signing_key, 'base64');
return cb(null, signingKey);
}
cb(new Error('Unknown kid'));

let verifier = nJwt.createVerifier().withKeyResolver(getKey);
