You can rebuild the graph with some rules.
e.g., If User B follows User A, and User A's retweet is earlier than User B's retweet , it can be inferred that User B got information from User A.
But there will be some errors.

But this method is cumbersome because it requires all user's follower information.
Twitter API allows user get followers or friends ids with GET followers/ids or GET friends/ids.
The rate limit is 15 requests in 15 mins to get 5000 user id per request. (It will take lots of time.)
