ALC_SOFT_system_events support about openal-soft HOT 4 CLOSED

Make sure you're using a recent git version. The extension isn't supported in the latest release. GitHub Actions temporarily holds builds for various recent commits if you don't want to build it yourself, like this one (at the bottom of the page).

Make sure the DLL is in the proper place with the proper name. That log includes messages that aren't in current master, so appears to be an older build.

I just noticed that while I was building the most recent commit, my build folder was not actually getting new DLLs in place, it was using a bunch of stale ones from when I swapped from vcpkg. I guess I assumed it took those out, I don't typically dynamically link my libraries.

Fixed the build, the extension is loading now.
