Query API v2 for images modified within a range about phylopic HOT 6 CLOSED

It is captured (although it needs to be fixed up for legacy images), but currently not queryable. The v2 APIs were made with cacheability in mind, so some of the old filtering mechanisms aren't currently supported. I think they could definitely be added back in a future version, though. First step -- creating a spec for it. Maybe new optional query parameters like filter_modified_after and filter_modified_before?
