Confirmed, @dfirsht and I got Phoenix building only using the Swift Package Manager using
swift build -Xcc -fblocks -Xlinker -LPackages/PhoenixCurlHelpers-1.0.4 -Xlinker -LPackages/PhoenixHttpParserHelper-1.0.3 -Xlinker -ldispatch
- note, this assumes the .a files exist in PhoenixCurlHelpers and PhoenixHttpParserHelper respectively. The Makefile for now can build these for the target platform.

@babt This is using Apple's official repository for the swift package manager. They recently completed this work item: apple/swift-package-manager#107
